Procurement methods
The appropriate method is selected in line with internal procedures, depending on the type, value, risk and technical complexity of the procurement.
| Method | When to use | Details |
|---|---|---|
| 01Request for quotations | Standard goods and services; clear technical requirements; several potential suppliers in the market | Quotations are obtained from several suppliers based on the same requirements and terms, and total cost, quality, timing and terms are compared. |
| 02Open tender | Major procurements that require broad competition | The invitation to tender is announced publicly, and all qualifying participants are given an equal opportunity within the set deadline. |
| 03Restricted tender | Procurements that require specialized, pre-qualified suppliers | Invitations are sent to selected suppliers that meet the technical and experience requirements. |
| 04Direct procurement | Urgent or exceptional circumstances, or a single source of supply, where permitted under internal procedures | The reason, justification and approval are documented and confirmed at the authorized level. |
